Google’s gTech Extended Workforce Solutions (xWS) team is hiring a Program Manager, Risk and Compliance based in Toronto, Ontario. This is a senior leadership role within the Risk and Compliance function, focused on protecting Google’s brand and enabling the success of its global contingent workforce operations.
As part of the xWS team, you’ll lead a group of risk and controls subject matter experts, overseeing the full risk management lifecycle — from identification and analysis through to mitigation and monitoring. About the Role: Program Manager, Risk and Compliance
In this position, you’ll be responsible for ensuring that Google’s policies and global legal requirements governing the contingent workforce are consistently followed. You’ll lead iterative risk management processes, design and evaluate controls, and provide a second line of defence across the organization. Your work will directly influence how Google manages operational, legal, reputational, cultural, and financial risks tied to its extended workforce.
Collaboration is central to this role. You’ll work closely with policy owners, control owners, ecosystem partners, and cross-functional stakeholders to strengthen processes and ensure controls are designed and operating effectively. You’ll also prepare detailed reports documenting findings, scope, procedures, and recommendations — keeping leadership informed and aligned with the organization’s risk appetite.
Benefits and Salary
The base salary range for this full-time position in Canada is CAD $160,000–$164,000, plus bonus, equity, and benefits. Responsibilities
This role involves leading a specialized team and overseeing a comprehensive risk and compliance program for Google’s extended workforce. - Lead and manage a team of risk and controls subject matter experts
- Identify, assess, and mitigate risks in the contingent workforce space, including operational, legal, reputational, cultural, and financial risks
- Develop and execute plans to assess risk impact and control design, including objectives, scope, approach, budgets, and timelines
- Formulate balanced recommendations to strengthen processes and controls in partnership with management and risk stakeholders
- Monitor and validate the completion of business mitigation plans
- Collaborate with policy and control owners across the organization to improve risk mitigation processes
- Prepare comprehensive reports documenting scope, procedures, findings, and recommendations of work performed
Requirements / Skills
Google is looking for a seasoned professional with deep expertise in compliance, risk management, and team leadership. The ideal candidate brings a strategic mindset, strong communication skills, and a track record of influencing across complex organizations. Advanced credentials in audit or compliance are a strong asset.
- Bachelor’s degree or equivalent practical experience
- 10 years of experience in compliance, risk management, investigation, auditing, legal, or consulting
- 5 years of experience in a people management, supervision, or team leadership role
- CPA/CIA, Audit, Legal or related professional certification (preferred)
- Risk identification and assessment experience, including designing and testing controls (preferred)
- Project execution skills — delivering initiatives on time and with quality (preferred)
- Stakeholder influence — ability to work horizontally across multiple stakeholder groups (preferred)
